Excerpt: Things are getting out of hand! This letter came from a doctor in Danville, IL.
Dear Mr. Limbaugh,
I was speaking to an emergency room physician this morning. He told me that a woman in her 20’s came to the ER with her 8th pregnancy. She stated “my momma told me that I am the breadwinner for the family.” He asked her to explain. She said that she can make babies and babies get money for the family. The scam goes like this: The grandma calls the Department of Child and Family Services and states that the unemployed daughter is not capable of caring for these children. DCFS agrees and states that the child or children will need to go to foster care. The grandma then volunteers to be the foster parent, and thus receives a check for $1500 per child per month in Illinois. Total yearly income: $144,000 tax-free, not to mention free healthcare (Medicaid) plus a monthly “Linx” card entitling her to free groceries, etc, and a voucher for 250 free cell phone minutes per month. This does not even include Wick and other welfare programs. Indeed, grandma was correct in that her fertile daughter is the “breadwinner” in the family.
I hope you share this story with your listeners so that they know how the ruling class spends their tax dollars.

If you can’t feed ‘em, then don’t breed ‘em. You’re doing everyone, especially the children, a dis-service. Come on people! What has happened to our traditional family values? Why is this now considered “acceptable” rather than an embarrasing disgrace?
This is yet another attempt to deligitmize our President although it first appeared years back before he took office.
Like so many letters of this sort, it is not true.Do some people try to work the system? Absolutely. But no one gets aid, thanks to Clinton ‘s Welfare reform, without working.
Lots of people get aid without working. As a matter a fact most people I know that get aid aren’t working. My sister hasn’t worked in several years. She get Link, phone,medicaid,my nephew gets free preschool/daycare and now that she’s pregnant again will get WIC too. The welfare system is screwed up and does need overhaul. It’s likely not as extreme as the writer says though I do not know about the foster care benefits in relation to family members. Facts are facts though, and you do not have to work to get aid.

I am emailng out of outrage so my comments haven’t been censored! This is totally disgraceful! I cheked the website to make certain the doctor was credible and that the atricle is in fact true and it appears to be! i faxed it to a govt office. I plan on writing a letter as well! I really just want to scream racial slurs and degrading comments btu the problem is with our govt and this problem isn’t limited to 1 race in particular! This is outrageous and unacceptable! I struggle being a single parent with no help from the father and i do fine. I could be doing better but refuse to accept welfare! i have educated myself to give my son a chance! I’m speechless in a way! The idea of working an off the books job is appealing to me after reading this!

After receiving this material in a different form, with a photo, I looked and found this article.
After reading the posts here, I thought I’d point out that, in the original article I received via email, the “scam” was that “grandma” got that money for being a foster parent. It didn’t come from direct welfare payments. The material linked by “Green Eagle” does cite foster care, but is dated 2003 at the latest.
I believe everyone can agree that the real tragedy here is human, not monetary. That anyone would see their uterus as a tool, bringing babies into a condition of hopelessness as a career, and GOVERNMENT as an employer, is a human and social disaster of epic proportions.
Your characterization of the government as an employer of this human and social disaster is very vivid. It seems that the social Democrats have a need to create programs that perpetuate poverty or reward illegals, those that bread our laws.
I believe, as most conservatives, that, if the government gets involved, it should promote self reliance, not cradle to grave dependence.
Since posting this in September, I have had nearly a thousand hits. I commented early that the numbers seem inflated, but I do not have total knowledge of all the programs “momma” is entitled to.
The fact that the article has gotten so many hits makes me believe that many people are concerned with the lack of effectiveness of our “welfare” system and do not agree with our President’s penchant for redistribution of other peoples’ wealth.
Translation: “The author wrote a pack of lies, but it’s Obama’s fault anyway”.
While terrible asue of the welfare system has always existed I have never heard of any state giving out that many dollars per month for one child. I have a distant relative who ahs raised four children all on welfare and all but one of the four are also receiving dollars now for their children……….and “the beat goes on…..”. This grandmother/mother can not be get that much no matter what anyone says! That relative of mine even gave her children medicine that amde them sick so she could get attention for herself (“Munchhousen by proxy syndrome.” She has never worked a day in her life! She finally read up on how she could continue to receive free money and would report her “symptoms” to a DR and get herself declared “disabled.” She now receives 674.00 a month in social security disability. I worked many years but 9 were for the state so they didn’t count when I began receiving social security/disability. I receive 489.00 a month because they now say they “overpaid me” because of my divorce settlement. I can’t for the life of me figure out how she can get that amt. and she never worked a day!!!
These stories as in this “bread-winner”are ridiculous and I am sure not true!!!
For your information, the maximum payment in Illinois to a person with eight children is $1344 a month, or just over $16,000 a year. I don’t think anyone is getting rich on that. If you doubt me, you can examine the following document from the Illinois government:

Dr. Sebastian J. Ciancio, or whoever wrote this letter using his name, could have easily verified that in five minutes or so, using google. I don’t think it’s too farfetched to conclude that the alleged welfare cheat described in the article never existed.
I wonder why snopes.com doesn’t check this out.
I am, personally, very involved with several families who are of background and “circumstances” similar to the one described in this letter.
I can attest that this “working” of the system goes on constantly, unashamedly, and with a great sense of achievement and satisfaction.
Out of wedlock births are received with ecstatic rejoicing —for whatever reason.
Basically, in my opinion, that particular community is a matriarchal society where the male is relegated to the role of sperm donor with all of the “proceeds” for these out of wedlock births going to the teenage mothers. It is no wonder that the rage amongst adolescent and young African American males is so intense. They grow up without a father and then find themselves being “used” for no other purpose than to father a child.
After that, they are literally kicked to the curb. No longer needed until the next “breeding”.
Sorry if that offends anyone’s liberal sensibilities but, again, I’m out here, hunkered down amongst this part of the population and I am only telling you what I see.
I totally agree with you, and see this as a doctor myself, down in the trenches on a daily basis. They want everything for free and are angry that Medicaid “don’t pay for more”!

This “letter” has been circulating the internet for years. No Dr would write such a letter and if it really was written to Rush Limbaugh, why would he release it with the Dr’s name to it? Its just someone with a gripe. Stop the thread.
I’ve read two different sites on this letter……it all makes no sense!
I’ve checked out the existence of Dr. Ciancio and found that he is a well respected urologist in Illinois and graduated with distinction from Cornell and summa cum laude from the State University of New York. I don’t see anything on the web to indicate he did not write the story. That being said, the chart I see for Illinois basic foster care maintenance is only $445 per month which would give “grandma” about $43,000 per year, not including any other programs she qualifies for.
After reading this, I was some concerned. So to please my inquiring mind I started asking questions. From the department of social Services. I even read this to 3/4 departments, throughout the country. Narrows, Va., Hagerstown, Md. and Clovis NM. Several more. They thought it quite unbelievable. They had never heard of someone drawing that much money for a child. In Va. you may get about $144.00 a child. About the same all over the country. Also you have to sign up to work on a program somewhere in your county. If this was done, than the Dr. needs to call Social Services. This is not done anywhere else.If this was done, its corruption somewhere within that system. I doubt the President had anything to do with it. Also it appears from the article this has been going on for years, with this young lady.Although terrible, I would certainly hate that i was that young lady with this mentality. But this type of stuff certainly gives food for ones that like to spread havoc.
